What happened?
India marked a significant 10-year contract with Iran signing to operate the Shahid Beheshti Terminal at Chabahar Port, in May 2024. That provides direct land and sea connectivity with Afghanistan and The Central Asia, the extended neighborhood. The Us provided India sanctions waiver, despite the sanctions imposed upon Iran, that is valid up to April 26, 2026, now expired creating uncertainty over continued presence of India.

Why it matters?
Chabahar port is a strategic connectivity corridor that connects India with the Central Asia, reducing reliance over Pakistan based transit routes, for the first time in two decades. The port is also a counter to China’s Gwadar Port, which is located about 170 kilometers west of Chabahar, it directly challenges the “sting of pearls” strategy of China.it is a significant gateway for the International North-South Transport Corridor (INSTC), that links India with Russia and Europe through Iran.

Background
Chabahar port is located in Iran’s southeastern, on the Guld of Oman, it is Iran’s only oceanic deep-sea port. Cooperation between India and Iran over Chabahar Port has begun since 2003, India took formal operations of the Shahid Beheshti Terminal in 2018 through India Ports Global Limited (IPGL). A 2016 agreement between India, Iran and Afghanistan made the port a trade hub to serve the landlocked Afghanistan, due to no direct connectivity of India to Afghanistan the strategic importance of Chabahar port significantly raises. India has invested around $250 million through line of credits and deployed approximately $120 million in the port infrastructural development. In May 2024, PM Narendra Modi termed the contract as “an important milestone” for India’s strategic and economic vision.

What are the implications?
Chabahar port is a game changer for India, because it reduces the historical dependency over Pakistan to get access to Afghanistan and the Central Asia, being only 550 nautical miles from India’s Kandla Port. It directly counters China’s CPEC- Gwadar corridor by giving India a gateway to resources and energy from the central Asia. Resources rich central Asia unlocks billions of trade volume, resources including lithium, cooper & rare earth elements from Afghanistan, oil from Iran and connectivity of energy and resources from the Central Asian countries, it will diversify the resources supply for India and would reduce the dependency on chokeholds. The Chabahar-Zahedan railway project is 90% completed and expected to be operational in June 2026, it will connect Afghanistan’s Garland Highway linking Kabul, Herst and Kandhare while creating a trade corridor crucial after Taliban’s takeover. The port enables INSTC by reducing cargo time, however expiration of sanction wavier on April 26,2026 removing India’s legal status and creating uncertainty over the continued presence.

What next?
India must secure a new US sanction wavier or diplomatically negotiate with the Trump administration after the expiration of the US sanction waiver with India on April 26, 2026. India cannot risk losing operational access with the Central Asia more, after two decades of investments. The railway line from Chabahar to Zahedan should be completed by June 2026, unlocking the full connectivity potential to Afghanistan a central Asia and should try attracting private sector investment and develop complementary infrastructure.
